The skillful winger spent the last two seasons at Weymouth, scoring seven goals and assisting 20 in 66 appearances.
Starting his senior career at Potters Bar Town, the 30-year-old has gone on to enjoy lengthy spells at St Albans City, Dagenham & Redbridge and Ebbsfleet United.
Whilst at Kuflink Stadium, he netted 15 goals in over 100 appearances and was part of the side that won promotion from the National League South in the 2016/17 season.
Shields also won two caps for Northern Ireland’s under 21 team in 2013.
Dean Brennan said: “Sean has been involved in almost 30 National League goals over the past two seasons at Weymouth.
“He is an old fashioned winger who is brilliant at creating and scoring goals.
“Sean has a great range of passing and has a good character which is something that I believe will be really important to us.”
The deal is subject to the usual regulatory processes.
